Artist impression

(English below the image)

"An artist's impressionartist's interpretation, or artist's rendition is the representation of an object or a scene created by an artist when no other accurate representation is available" (Wikipedia)

Last weekend I visited the province of Zeeland. At Burghsluis I noticed a Great Cormorant on the weed covered blocks with backlight. This created a graphic silhouet only the question is how to capture this?

When over exposing you see all the details of the foreground but under exposing shows all the tiny waves of the water. This dilemma can only be overcome in photoshop by increasing the contrast to the limits.

Question is, can this still be seen as photography or as creative photoshopping?
